What age is the fabric tissue box toy designed for?

It is built for the 6 to 9 month window specifically, which is when babies are obsessed with pulling, grabbing, and figuring out cause and effect. That said, plenty of babies stay engaged with it past 9 months as their pincer grasp and fine motor skills keep developing. What is inside the tissue box?
